This unidentified kid is a minor character in Dog Man and the League of Misfits, a minicomic in The Adventures of Captain Underpants' 25 1/2 anniversary edition. He believes Petey is really the world's most evilest cat (which he was). He is not convinced that Petey is a good guy.
