The Inmate dogs are prisoners from Dog Jail. When the Dog Jail Warden showed Dog Man, they growl at him due to to him being half man, hurting Dog Man. Then an hour later, the Warden has Dog Man go on a dogsled with the others on a 80 mile dogsledding dash to the fertilizer factory for the warden to sell the fertilizer for plants, afterwards the Warden keeps all the money for himself. And so, they mush. Later 80-HD and Chief come to save Dog Man, but he was so sad he was not himself, then the Warden tells Chief and 80-HD the the the other dogs hated Dog Man, making the Inmates feel bad. Angry, 80-HD disconnects Dog Mans chains making the Inmate Dogs happy. When our happy hero was about to leave he feels sorry for the other dogs. Chief tells Dog Man to forget the other dog because they were mean to him, they growled at him, and they turned their backs on him when he needed them most. This make the dogs feel guilty. However, Dog Man forgives them and won't leave without them. Thankfully, they could fit in 80-HD's mouth and they all go to see the new movie. Later, they save Dippy and immediately adopted the next day.
